Lien Subordination 
 

A lien can be temporarily lifted if there is a tax lien on a home or property of a taxpayer and allow the home or property to be refinanced or sold.  The IRS is often willing to Subordinate (to lower in rank or make secondary) their lien to another lender if this will assist the taxpayer in paying back their overdue taxes.
 
As an example, if a taxpayer was refinancing their home, then the IRS would consider what is termed a Lien Subordination to give the new lender's lien a first position on the property as long as the IRS is paid from some or all of the resulting proceeds.
